The right choice depends on your goals, your tax position, and when you expect to need access to your money. In many cases, the answer isn’t pension or ISA, but a combination of both.
What are pensions and ISAs?
Before comparing pensions and ISAs, it helps to understand what each one is designed to do.
What are pensions?
A pension is a long-term savings plan specifically designed to provide income in retirement. You contribute money during your working life, which is then invested to grow over time. The funds are normally locked away until at least age 55 (rising to 57 in 2028).
There are several types of pensions, including workplace pensions and personal pensions. A key feature of pensions is tax relief on contributions. For most people, this means that contributions are boosted by the government, making pensions a very tax-efficient way to save for later life.
When you reach retirement age, you can usually take up to 25% of your pension pot tax-free, with the remainder taxed as income when withdrawn.
What are ISAs?
An Individual Savings Account (ISA) is a flexible savings or investment wrapper that allows your money to grow tax efficiently. You can save or invest up to a set annual amount, and any interest, dividends or capital gains are not taxed when you withdraw them.
There are several types of ISA and fund options available, including Cash ISAs and Stocks and Shares ISAs and smoothed managed funds. Unlike pensions, ISAs are not tied to retirement and you can usually access your money at any time without tax penalties.
ISAs are often used for shorter- to medium -term goals, or by people who value flexibility and access to their savings.
It’s worth noting that the recent budget changes to ISAs come into effect from April 2027. These new rules outline a new cap on how much those under 65 can invest in a Cash ISA – a reduction from £20,000 a year to £12,000. Savers aged 65 and over will keep the full £20,000 Cash ISA limit.

Tax benefits compared
Tax treatment is a key factor when deciding how to split savings between a pension and an ISA.
With a pension, contributions receive tax relief at your marginal rate.
For example, a basic-rate 20% taxpayer contributing £80 would see this topped up to £100. Higher and additional-rate taxpayers are able to claim tax relief at 40% and 45%.
ISAs, by contrast, do not offer tax relief on contributions. However, all growth and withdrawals are tax free, which can be particularly valuable if you expect to be a higher-rate taxpayer in the future.
It’s also worth considering how withdrawals will be taxed. 25% of a pension can generally be taken tax free, with 75% taxable as income. On the other hand, 100% of ISA withdrawals are tax free. This means ISAs can be useful for managing tax efficiently in retirement, alongside pension income.
When a pension might be better
Up-front tax relief on contributions, combined with 25% tax free cash on withdrawals, makes a pension hard to beat for most from a tax perspective. A pension may therefore be the better choice if your primary goal is saving for retirement and you are comfortable locking your money away until later life.
Pensions are especially attractive for higher-rate taxpayers, as the upfront tax relief can significantly boost contributions. Employer contributions to workplace pensions also make pensions hard to ignore; employer money is effectively free money that you wouldn’t want to miss out on.
If you are confident that your income in retirement will be lower than during your working life, you may also benefit from paying tax at a lower rate when you eventually withdraw your pension savings.
When an ISA might be better
An ISA may be more suitable if you want flexibility and access to your money. ISAs are often used for goals like building an emergency fund, saving for a house deposit, or supplementing income later in life without triggering additional tax.
ISAs can also be useful for people who may already be close to pension limits or who expect to be higher-rate taxpayers in retirement. Because ISA withdrawals are tax free, they can help manage your overall tax position.
For younger savers or those with uncertain plans, the ability to withdraw funds without penalty can make ISAs feel more reassuring.

Lifetime ISAs (LISAs) vs pensions
Lifetime ISAs (LISAs) sit somewhere between pensions and traditional ISAs, combining elements of both.
Similarities & differences
Like pensions, LISAs benefit from a government bonus. You receive a 25% bonus on contributions, up to a maximum bonus each year.
This makes LISAs particularly attractive to basic-rate taxpayers, as the bonus is broadly equivalent to pension tax relief.
However, LISAs are technically a type of ISA, meaning withdrawals for qualifying reasons are tax free. LISAs can be used either to buy a first home or to provide funds later in life.
Compared to pensions, LISAs offer more flexibility but come with stricter contribution limits and age restrictions.
The Government have confirmed that the LISA is to be replaced with a new first time buyers’ product. Consultation on this will take place in early 2026, with no launch date yet confirmed.
Eligibility and withdrawal rules
You can only open a LISA between the ages of 18 and 39, and you can only contribute until age 50. Withdrawals are penalty free if used to buy a first home or taken from age 60 onwards.
If you withdraw money for any other reason, a withdrawal charge usually applies, which can result in getting back less than you paid in. This makes LISAs unsuitable for short-term or emergency savings.
Because of these rules, LISAs tend to work best as a complement to pensions and ISAs, rather than a replacement.
Practical guidance: How to choose
When comparing a pension and an ISA, it’s often helpful to think about when you want the tax benefit and how you’ll access the money later. Rather than choosing one over the other, many people use both to balance upfront tax relief with long-term flexibility.
Use pensions for upfront tax efficiency

Should I put money into a pension or an ISA first?
This depends on your circumstances. Many people prioritise workplace pensions to benefit from employer contributions, then use ISAs for additional flexibility.

Can I have both a pension and an ISA?

What happens to my ISA or pension when I die?
Your ISA will usually end when the administration of your estate is complete, when the assets can be passed on to your beneficiaries. If you have a surviving spouse or civil partner, they will get an additional ISA allowance of the value of your ISA.
At present, pensions are typically outside of your estate for inheritance tax purposes, although the Government have announced that these rules will change from April 2027. Whether your beneficiaries will have to pay income tax depends on your age at death and how the pension is structured, although it is usually possible for your beneficiary to retain the money in a tax-efficient pension environment.
